Three bars on the top of the TV not going all the way through LG 37LH30UA

Look at the attached picture. There are three bars on the top of the TV that show up only when TV is on. It is not a physical damage to the surface. I have no idea what can cause something like this? I have never seen lines that do not go all the way through from one side to another? Is this a bad panel?

Looks like a classic case of gate driver failure = the panel is bad.
Not physical impact but the chips that control which display row is selected at any one time have failed. (These are bonded to the LCD panel, and cannot be replaced.)
