Have you checked if the PSU works first?
Vestel sets don't use error codes (afaik)

Tom how would i go about checking this PSU as the pins overlap each other ?

          Carefully is how... :p

You could use test hooks if you have some really small ones, or take the boards out of the set and probe the back side.

Another option would be to solder wires on the underside and connect to those.

Hard to say. Did you disconnect anything?

Also, make sure you don't let the boards short out on anything.

maybe the frame is used as common ground - i hate that!

What are you using for the GND ref for your meter? The Secondary side circuit GND is connected to the chassis when the boards are mounted to the Chassis.

for the GND i was using a hole on the chassis on the back of the screen, is that suitable ?

If the boards are not mounted to the metal chassis then the circuit GND is not connected to the chassis, if you look at the circuit board mounting holes you should see exposed copper pads which will have trace going to the negative legs of the power supply output filter caps, you can then use those pads for your meter GND ref. point.

Not if the boards aren't connected to it. Then it isn't ground, it's just a piece of metal. You need to use the actual ground connection on the board.

What if i use speaker wire and use it to ground the PSU to the chassis of the tv ?

You could do that but why wouldn't you just use the ground on the board. You are just overcomplicating it.

You must use the secondary side ground, i.e. nothing on primary/live/danger side....
