Sanyo dp50710 turns on and then back off

The power led lights up for a few seconds and then turns off. I pulled the main board and found the EPROM dis colored. I have attached a pic. I need to know if the chip is fried or just dis colored. Also if the chip is fried, is there a common failure elsewhere that causes this? Thanks so much.

That yellow stuff looks more like glue

The plastic doesn't seem brittle or anything so I'm thinking you are correct. There is a small mark on the board next to the chip that looks like flux but other than that I can't see any problems.

If I unplug the main board, the tv should attempt to turn on as soon as it's plug in correct? And if it is not doing so, would I be correct in assuming something is wrong with either the power supply or the logic board? Or am I way off?

I checked the voltage coming into the power supply and it read 66ac? Is the noise filter bad?

How much DC do you read on the big filter cap with the unit in standby?

I replaced the ysus with a cheap one that I found on ebay. The tv powered on and went through a startup cycle. It was working fine and I was working fine until I hit the menu button. The menu attempted to turn on and then the tv shut itself back off. Now it is back to turning on and then off again. The panel has no sticker on it to tell me what the voltages should be. Any help here would be appreciated.
