Panasonic tx-l37s20b will only turn on some times

As above click the power button then keep hold of the standby button on the remote green light flashes for a bit then goes green if left on standby it clicks after about 5 mins once in a while it will come on and stay on then when you turn it off it will do the same any ideas

Well, what have you tested.......? Anything at all? Tried heating and cooling? Monitoring PS voltages for stability and accuracy?

If you get stuck on a particular issue, here's the place to ask, but quite frankly you've done enough TVs that you should realise there are obvious steps you should do.

For example, check P/S voltages when working and faulty. Try heating stuff up using a household hair dryer see if it trips out earlier. Enter service menu and check fault codes, if any. Stuff like that.

Hi yes tried the voltages from the power board all seem present and correct from the power board seems like some of the av board is getting power but non at all to the t con but it would not be if if it was not switching on properly

If there was no supply to the T-con board you would expect no image. It MIGHT trip a fault code. I would look elsewhere right now.

Use the service manual to locate power on/off signal, check if it is operating correctly (should change from LOW to HIGH or HIGH to LOW when TV tries to turn on)

How can I test that 5ws10 only reason im asking is there was a lg I had with the same type of issue would not turm on and I got a kit from ebay and worked perfectly

Just a resistor. Should measure approx 10 ohms (hence 10 followed by horseshoe symbol - omega - meaning ohms)
Test out of circuit for best measurement

I measured it in circuit and the reading was up and down up and down goin to remove it and test now

It's rare for those resistors to fail intermittently. I'd try hot and cold air to see if it's thermal.
