Thanks for the reply, yes I have disconnected both ribbons from tcon at panel. Does not change the way tv acts, still get 14 blinks. I have just found that the pfc out voltage at the d4n board is only 90v when the schematics shows it should be 395v. Its only showing 90v coming out of power supply also. Im going to look at psupply I guess.

What is the GND you use for the meter to measure this PFC Boosted Voltage, chassis GND?

When you work in the PRIMARY side of the circuit, the Negative leg of the main filter cap is the GND ref for your meter. I still do not understand yet why you are getting that 13 error code.

Ok. The main filter cap is seated against the board,how would I reach the negative leg to ground the meter?

You will have to carefully solder the wires to the legs of the cap so you can use your meter to make the measurement, just do not let the wires touch anything but the meter leads.
Or you can trace out the connections from the legs of the cap and see if it is connected to other component legs that you can access from the top of the board to use then as the test points.

Ok,I have the required 395v going out of pwsupply. I still have no voltage going to the backlights at the connector from pwsupply to d3n balance board, its reading mv. Only way to get the backlights on is to jumper. All my voltages seem to be right at power supply except for the backlight,should be 12v coming out correct? Also optical sensor light on main board is not coming on, I wondered if main is bad, but the board is warm to the touch.

You need backlights on command to make the backlights to come on, the balancer boards gets the switched 12V to run the error detection circuit.

I have removed both inverter err wire and balance err wire trying to get it to boot up. No luck. I have 2- power supply's and 2-main boards all are doing same fault. Would you suggest its the balance d3n and d4n boards error now?

If you look at the small connector on the Balancer board, it should have pins with label as 12V, FB, LD, GND, is that what you have?

The VCC is from the power supply board to feed the error detection circuits on the Balancer board, the LD (Lamp dector) is the error signal to indicate if the lamps are present or not (not light up), normally is around 11~12VDC range.
There should be another pin named FB which is the feedback signal to the inverter to maintain constant brightness.

Vcc is 12v

Ld is 0.04 v

There is no fb on any other connector. Here is pic of other 2 bigger connectors

OK, so you have Balancer error problem due to bad lamp, took me a while to remember the 13 code. If it is OK, the LD will be in the 11VDC range.
Please look at BOTH videos. Bad lamp (not the transformer) caused the problem.

Ok. well before I dive into dissassembling the panel, i replaced the inverter "just cause" i had one laying around. I now have 11.85v at the ld pins. Still doing the same.

OK, something does not make sense since now the LD is OK and you still get 13-error code. I would do the test as shown on the Videos.

Now that LD is ok, im getting 14 blink, which says panel according to manual. But tv does same thing with ribbons detached at tcon.

OK, so the original problem was 13-code, and now the 13-code is gone due to new inverter board installed, but now you get 14-code which has something to do with the panel (T-CON, I need to verify the code so i do not get it mix up with 13-code).
Right now do you have 12V feeding T-CON?

Yes, 13 code is gone,now I get 14 blinks code. 12v at both fuses on the tcon. Still only getting mv's at the backlights-on pin.

I do not think it will allow the backlights to come on when 14-error is present.
Remove the cables between the T-CON and the LCD panel and see what happen.
