Capacitor, MLCC type. Looks like corrosion, possibly water damage. Try using a bit of IPA on it to clean it.

ok, thanks... but i doubt that removing the corrosion makes the tv work? O.o

I've cleaned up corrosion like that but a much larger area. The TV did start working after that. Isopropyl Alcohol and an old electric toothbrush.

Take the resistance on the two pads of that cap to see what it shows as.

That is not right at all, it is shorted, the resistance is probably lower than 1 Ohm due to the reading of the test leads resistance.
So you should try removing it to see if the short will go away.

Take it off the boad and then take the resistance reading at the two empty pads on the board to see if it still shows as shorted circuit or not.

budm, i was failing (again) , I measured it and got reading 129.3 ohms!

                        this is correct?

if so what could be next step to measure.... powerboard was ok, I measured all pins and they gave me the right numbers.

You may be reading the small resistor hat is connected to the Emitter (Source) leg as shown in the picture, at least it is not showing 1.23 Ohms any more (now it shows 129.3 Ohms).
So did you try to power up the TV?
BTW, you re sure that the reading in post 8 is 1.23 Ohms, not in K Ohms, same for the new reading in Ohms not K Ohms.

new reading is measured in 200 Ohm mode, not k ohm.
the 1.23 was probaly k ohms (here`s the fail part)

Yeap i tried to power it up but nothing :o

If that is what you read in post 8, then it was not shorted then, big difference between 1.23 Ohms and 1.23 K Ohms (1230 Ohms). It is important to report if the readings are in Ohms, K Ohms, or M Ohms. The problem is more likely not to be in that section then.

yeah, i thought it was ohms and nt K ohms, but like I said I was failing when i measured it for the first time.

you have any idea what could be wrong?

What do mean it should be OK? Did you verify that it is receiving the PS_ON, BL_ON from the main board, if none of those signals are present, then you will need to get the new main board or try to troubleshoot board but it will require service manual for the main board. There is no other corrosion in other section of the board?

PS was 3.37 (measured it from my multimeter that was in dc 20 mode)

                                        I cannot find BL :o

only from the pin that goes to inverter. Should i measure that?
