Magnavox 32MD350B/F7 getting a false on/off control voltage

Hello,
The unit is stuck in an intermittent on/off cycle. When I plug in the power cord, the green "On" light activates without any command, flashes for a few seconds, then turns off. The red standby light comes on for a few seconds before the cycle repeats. During this time, I cannot turn off the unit manually; it will shut off automatically after about five minutes, and there is no picture. Occasionally, with repeated attempts to power it on, I eventually get a picture and sound, which function properly. When it does work, I measure several voltages, and they appear to be normal.
Maybe it is getting a false on/off control voltage at power up ? I don't have schematics for the TV, but I am capable of performing repairs.

Try heating up the electrolytic capacitors on the powerboard with a hairdryer for a couple minutes, then try tv, try it while it's still hot. Don't wait til it cools down, see it it does anything different.
