Vizio Logo white, no picture/sound and freezes

    I'm working on a Vizio VW32L HDTV20A.
When plugged in the Vizio logo is amber. I can press the power button and the logo turns white but there is no picture or sound and the TV stays on the white logo and wont turn off with the power button.

After a bit of research it seems that bad voltage regulators are a common issue with this TV.

I think I have narrowed it down to one possibly 2 bad regulators.
The regulator U21 (red arrow in picture) has the following values
    U21
    Pin1 0.0
    Pin2 0.6
    Pin3 2.5

and the regulator U16 (circled in the picture)
    U16
    Pin1 10.6
    Pin2 0.0
    Pin3 5.0

    Shouldn't pin 1 of U16 be around 12v?
I'm a noob when it comes to TV repair. Am I on the right track? Do you think U21 is indeed bad and could it make pin 1 of U16 read low?
Or should I replace both U16 and U21?

    U21 has the numbers AMC1117 FO734J

    and U16 7805CT RV1707 G

Where would be a good place to order these?

    thanks

U21 does not seem correct. Pin should not be zero. With set off and unplugged use the ohm meter to check for shorts to chassis gnd. There will be a ground pin but two leads should not be shorted to gnd

sorry for being such a noob but I'm not sure how to test for shorts to ground.

On the ohm setting when I put the probes on pin 1 and 3 I get .16.
I tried that on another similar regulator (U17) and the numbers continually go up.

        thanks

I don't have a schematic. Put your meter to read ohms. Place one lead to chassis gnd. Then go to the P.S. connector and check what one has a low resistance to gnd. This would
let you know what voltage is affected.

            Update: Fixed!

I replaced voltage regulator U21 and the TV so far is working good.

As a desoldering/soldering newbie I have never replaced a surface mount chip before and I didn't have any chip quick but I manged to replace the chip fairly easily. Here's how I did it.

I added a little solder to all the tabs like in this video http://www.youtube.com/watch?v=cNFzBJELFoU , but the chip didn't seem to want to budge.
So I pulled out my spare soldering iron and heated the larger tab with it while at the same time heated the three other tabs with a second soldering iron and the chip came right off.
Next I cleaned up the pads with some deoldering braid, carefully lined up the new chip, added a little solder to the tip of the iron and tacked one of the legs inplace to hold the chip then finished soldering the rest of the legs.

            thanks

Vizio VO42L, white logo, no backlight, no picture
                by Daveleone
Hi all! I've got a Vizio VO42L. Plug it in, and logo flashes orange/white for a bit, then solid orange. Press power, and logo changes to white. There is no backlight.
From reading some of the posts here I thought the inverter could have been the problem, but I've replaced it and still have the same issue. I noted that shining a flashlight on the screen shows nothing, so now I'm thinking main board?

I took the following readings with the TV powered on. I also tried taking the readings with the CFL connectors unplugged - no change.

                Main board:
                Continuity across...

HI everyone Pick up this 55" VIZIO tv that only plays in black and white picture doesn't matter what inputs HDMI or apps, but all the menus are in color, if you're on Netflix everything in color until you play any show. I'm thinking main board if so, can the board be reflowed to try and correct this?

Vizio P502ui-B1E, delayed video, white flash, flashing picture UGH!!!
                by DXseekerMO
About a week and a half ago this TV was traded in to me with the complaint: upon turning it on one morning a white blob slowly spread across the screen. Before I got it the TV had been sitting about 3 weeks. I also found the RF IN connector was missing. I turned it on for evaluation and got the splash screen/menus.

I installed a 75ohm RF connector, repaired several bad grounds on the power board and chassis, checked all boards for loose screws and cleaned the entire inside of the TV. After all appeared well, the TV was tested for 40 hours and was subsequently put up for sale. ...

Vizio E701i-A3 Vizio logo flashing then turns off
                by Super360
Ok so here's the story. I was watching tv one day when all of a sudden I heard a pop from the back of the tv set and rushed to unplug the set. By this time the tv already had smoke coming out the back. It was not storming or inclement weather that day to cause a power surge to the best of my abilities. When I opened the tv up, I found that the three capacitors on the psu (highlighted in red) were all bulging and looked they had exploded. I replaced all of them right away and when I went to start up the tv after the "fix" it started just showing the flashing vizio logo as soon as power...

Vizio V555-G1 stuck on wallpaper; now stuck on V logo
                by x_orange90_x
I just got this tv today and it's getting stuck on the wallpaper. When I first power it on it goes to the V logo, then a black screen for about 15 seconds, then a Chromecast error for just a few seconds, and then finally to a wallpaper. It stays frozen on this wallpaper and does not respond to anything on the remote besides power on/off. Likewise the buttons on the tv do nothing either (besides power). I did the "reset" by holding the volume down and input buttons together for 10 seconds. It showed a message at the top of the screen saying it was Wiping Data and would restart soon. After...
