dynex wont turn on

Hi,and thanks for the great forum. I have a dynex dx-lcd37-09 that wont turn on
the green power light flashes for a little while then goes back to red standby light.I have checked the power board soldier joints and touched up some.and checked some of the resisters and diodes.there is 160 volts on the wires that go
between the two boards. the connector on the top of the power board has two
wires that have 3 volts the rest have 0v.I cant find a repair manual and am
stumped with the next thing to check, thanks for the help

Page 39 of the pdf shows the power supply. Check secondary voltages while it's working and post results.

I got a chance to check voltages.however the wiring diagram doesnt apear to be the same.i dont know if the -2 at the end of the model number is the problem.
