I don't think so. Some are on, not all of them. If I saw that picture, I'd buy/pickup that tv because I don't have to diagnose anything, because I can see some of the backlights are out. Unless this is a weird broken screen.
wThis is not bad backlight, is a very common issue with panel signals, more than this i see bad halo / blotches in the backlight, what's the story of the set? Seems someone replaced led strips but misplaced the foils (forgot spacers?)
Haha let's see, I never done that. One time I put back a Toshiba fire TV without the diffuser and put it all back together turned it on and the screen had all the led dots and it was transparent. Very cool looking. I still feel like LEDs are out.

your case if they were direct LED.. then you have first hard solid plate wrong.. the surface witch not smooth always should be downside..
no way to be mistake replanting strips position because the holes of the reflector sheet will not fit in place..
to the OP problem... it may broken the stand legs which hold the first plate.
Admin cant you fix this..... always text changed... and jumping.... only on your forum..
