Check voltage on highlighted points, red probe on point, black probe on chassis.

Well, something on that board is bad for sure, or it could be a bad panel. Any sign of water damage?

It's hard to suggest much more. That panel board cannot be replaced. It could be that large IC in the middle that is bad, but there would be no way to find schematics for that board, and the part is probably not a common part. I think that IC is responsible for controlling the main power rails (AVDD: 15V, VGH: around 20-30V, VGL: around -6V)

You could check the big diode next to the white fuse and the voltage on the VIN testpoint next to it.

Since he has 3.3V, some part of board is working. Just not all of it.

Since that IC generates 3.3V too, it seems odd, for only a partial failure, so maybe there is an ENABLE signal from main board gone missing?

Yes - well I was just thinking test all the big components - as the board cannot be replaced he has nothing much else to try- any idea what TRDY RST might mean - some sort of reset?

A few of these fuses I'm getting power to one side one is just by the ribbon

If you are getting power to one side of the fuse only it means the fuse is bad.

Are you talking about the fuse labelled "F1" ?

There is only one fuse AFAIK.... near the LVDS input. Unless I'm missing some.

no that im getting power both sides but the black box next to it and the 2 fuses next to it are only getting power to one side

Please highlight these devices you call fuses... the black box is a TVS or protection diode and one end is grounded so you will only see voltage on one side, this is normal.
