I am repairing a Sony KV32fs12 which tries to start up and then stand by light displays 2 blinks.I have tested the flyback transformer and the HOT, and
they have tested good. Can anyone offer any help with this problem?

Do you get any high voltage upon startup at all before shutdown? Like can you hear the crackle of high voltage?
Did I leave the soldering iron on?

Here's the Service manual in case you don't have, when set shuts down and you get the 2 blink code do you here any ticking sound coming from IHVT (flyback)? Next have you measured the 135 volt dc supply @ pin 1 of connector CN515? if so is it steady before shutdown or is it unstable or want come up to full supply?

Yes I get HV at startup before shutdown.

I have the Service manual and I do not hear any ticking sound coming from
the flyback. The B+ is 137V at startup and the relay clicks a 2nd time and the B+ diminishes slowly. There is also HV at startup.

Ok. Disconnect the socket from the neck of the crt and see if you still get shutdown 2 blinks. This being B+ shutdown could be anything but start with basics. Looking for a heater cathode short in the crt or possibly a bad IC702 short on the CA board.

I believe it's considered the crt neck board.

2 blink is the +135 OCP and H Protect to help determine which use this attachment, yes also what (freakaftr8) is saying a defective IC702 can cause this issue also

I have replaced ic702 in the past, disconect cn502 from the CA board and see if it stays on, if the ic is shorted it will kill the +200v, also check D501,504,one of them could be shorted, they are off of the horz. output transistor, Its been years since I worked on one of these.

I have disconnected the crt socket and there is still shutdown and 2 blinks.I have also disconnected the 200v supply to the crt board, and there is still 2 blinks and shut down which rules out IC702 on the CA board.

I have not located r595 or q532,and I have not found these in the list of components in the service manual.

I have disconnected cn502 from the CA board and checked D501 and D504 and have found IC702,d501 and d504 to be ok.
