Disconnect the connector with a bunch of white wires which is the 24v for feeding the Inverter board and see if the 24v and 12v are present.

Ha. Yea. so i noticed that a transistor/mosfet, idk on the inverter was smoking. I touched it with a screw driver and it slid off its place. Tv came on immediately and the piece is not in the right place

It has a loud pitch squeel though. What would make the solder to boil out of that peice?

Do you have the picture of the inverter board, the 24v power supply should have gone into shutdown when too much current is drawn by the shorted out MOSFETs on the inveter board.
One thing that did not make sense was that when you test the old power supply with the test lamp, the lamp did not come on which lead me to believe that you have power supply problem. So it seems to me you have two problems.
Can you check the old power supply with the cable disconnected to see if it does put out 24v?

It was going into shut down mode, up until i slid the mosfet off and now it stays on. That is correct, It would not come on. I am getting 24vdc on the new supply however. The old one did not put out any voltage other than the 2vdc for a split second

Could the shorted mosfet cause the old power supply to go out?

It should not damage the power supply since there are over current protection circuits, unless the protection circuit had failed.
There should be two inverter boards, Master and Slave, they need to be replaced in pair.

There is only one inverter board on it. Unless there is something in behind the casin, where you getrI to the the floresent bulbs. i ordered 5mosfets that should be here tomorrow. We will see where that goes from theres

There is a slave inverter board under the metal cover on the right side looking at the back of the TV.
