That is the one, but something does not look right, the cap is only rated at 250VDC instead of 450VDC for typical PFC Voltage booster circuit.
No one had work on this board before, right?

Not to my knowledge no one has touched it, it still has the factory sticker on it so I'm "assuming" it's original. I'm measuring 221 VDC on each leg of said PFC now with the correct GND.Comment

OK, so the PFC Voltage booster circuit is working otherwise you will only have about 160VDC on the cap, which also mean the PS-ON signal is fine.Never stop learning

The legs of the caps are actually making good contact to the copper traces? The traces look burnt from soldering.
Otherwise we will need to do more in-depth troubleshooting to find out if that 16-PIN SMD IC is getting the VCC for it to run or not.Last edited by budm; 05-02-2016, 02:30 PM.Never stop learning

You may never know just HOW helpful your post has been !! I had a PAIR of these boards.....with this "intermittent no-start problem. these caps...along with C-814, 100/35V.,(filters the "start supply" for N811,) for insurance..FIXED the problem !!Comment

I am dealing with the problem of turning on and off my Dell e7470 notebook.
The battery charge light is solid white, I press the button, the power indicator and the light on the button are solid for 1-2 seconds and immediately turn off.
The system does not turn on, there is no post.
I removed the RAMs and changed them, changed the battery, RTC battery, AC adapter, removed them and waited, tried again, it does not turn on.
