    When you measure DCV in the HOT side of the circuit, you have to use the negative leg of the main filter cap as the GND ref. for the meter.
    So check the DCV again BETWEEN THE TWO LEGS of the main filter cap.
    I'm a carpenter... I was using the chassis for GND...
    Care to tell me which is the main filter capacitor and which is the negative if not marked with a stripe...

      That is the one, but something does not look right, the cap is only rated at 250VDC instead of 450VDC for typical PFC Voltage booster circuit.
      No one had work on this board before, right?
      The stripe marking is the negative.

        Not to my knowledge no one has touched it, it still has the factory sticker on it so I'm "assuming" it's original. I'm measuring 221 VDC on each leg of said PFC now with the correct GND.

          OK, so the PFC Voltage booster circuit is working otherwise you will only have about 160VDC on the cap, which also mean the PS-ON signal is fine.

              New cap was in the mail today after work, got it changed out hooked the board back in to the TV. Turned it on and nothing I thought for sure that was the problem. Any idea before I set it up for target practice?

                  The legs of the caps are actually making good contact to the copper traces? The traces look burnt from soldering.
                  Otherwise we will need to do more in-depth troubleshooting to find out if that 16-PIN SMD IC is getting the VCC for it to run or not.

                    I'm almost positive they are, I was thinking the same thing and did it a 2nd or third time to make sure. I can't find my small iron so yes I did put a few burnt spots on the board
