Power usually travels through the fuse first and then through the rectifier. In this case, they are using four individual diodes as the rectifier. Check all 5 of these components first. When checking these in this case of no power, check for cracks in components, blown fuse, cracks in solder joints, traces...etc.

it seems to be intact as far as i can tell tried swapping it with one i got from a ps2 psu no difference. and everything else looks fine as far as my eyes can see.

they appear to be intact i am stumped as to whats wrong with it do you think it could be the caps? ive tried replaceing a few with no luck.

I have not used this one, but Canadian Tire has this one on sale for $13.74. In your flyers, they also have a scratch card (today only) which could get you $10 off (5% chance of getting $10).
I have used the autoranging multimeter version of the above and it was okay.
Note: At regular MSRP $54.99 the above multimeter is a complete rip-off, but at $13.49, it is fairly priced.
In Canada, we don't have a lot of reasonable choices/prices for multimeters so I tend to buy a lot of mine used off ebay. You, however, won't find a Fluke for $13.49 unless it is broken and in need of repair.

Hmm, looks like the "closest" Canadian Tire to you in Edson is Hinton which is 88km and 53min away according to Google Maps.
If you decide to make the trip, phone ahead and see if they have it in stock first. Ask them to put it aside for you.
Since it is close to 2 hours round trip for you, maybe you are better off buying something off ebay and waiting 3-4 weeks for a multimeter? At least the multimeter will be delivered to you.

its a even longer trip when you dont drive and its around minus 10 out at the least.
