PE0564 power board out of TOSHIBA 46RV530U

I have a power board out of a toshiba 46" tv. it is the main power PEO564
I have included pictures. part of the power board says warning it is hot all the time. I am thinking I should have power going to the bridge. am I correct or does the tv need to be power up to be fully hot. This was a board that I pulled from a tv that had a bad screen I have video of the board working. then I sold the board to an ebay person and now he sent it back to me as not working. I am trying to find out if it would be an easy fix to get the board working again. I only have the power board so not sure if I can even give it a complete test with out the other parts of the tv. I have connect to power and I get the 120v rail up until the bridge at which it stops.

'HOT' is warning for electrocution due to Hot side (Primary line voltage incoming AC) that you should not make contact with your body.
I cannot see the picture of the whole board to tell how you can do function test of the board. I had many people bought the board from me and return because they said it is not working, I know the board is good for sure and I know that they bought the board but still did not fix the problem so they return it since they had no idea which board is bad. I do not sell board anymore due to DIY that do not know what they are doing.

I have notice that on the 5vdc reley that I am getting voltage on one side and not on the other. I have tested with continuity and it is open. I did a search to see how to test the relay but couldn't find anything.

I need to see the whole top side and the bottom side of the board, the labels on the connectors so I can see how this board function.

That is real complex board with PFC Voltage booster, step down switching power supply, Standby power supply etc. It will require to have input signal (PS_ON) to turn on the main power supply.
