Yes, we need to power it up, you should see the backlights come on. I will have to look up the pin out of that MOSFET Q401.

OK, here is the spec sheet for the MOSFET Q401 which supplies the voltage to the T-CON board. Please check the DC voltage on any one of the PIN1, 2, or 3.
Also the voltage on Pin 4.
Also on any one of these pin 5, 6, 7, or 8.

5.14v on all pins except #4 its .932v

If that is the case then you should have 5.1V at test point in post 37.
Those are correct voltage reading.

from ground point to both sides of 408 and 409 read 5.14v

It looks like the T-CON board is loading down the power supply.

Someone else had a similar issue with a Vizio, bad shorted MLCC cap causing the problem.

That will be the next troublshooting step, Ohmimg out the MLCC (Multi-Layer-Ceramic-Capacitor)

I can get a tcon for under $20.. Should I go that route or should I go ahead and try to figure out the MLCCs?

How good are you at removing components approx. 0.06" x 0.03"? T-con is easy, go for it.

Never really messed with SMD before, but I guess I have nothing to lose Now the question is, where what and how to I begin testing those MLCCs. I have to make an order to Digi this week anyway, might as well see what I might need to fix this Tcon

Just set the meter to 200 Ohm scale and take the resistance reading end to end, the bad one will be real low Ohm less than 50 Ohms reading.

After a couple of hrs of try to test those itty bitty lil things, I have decided I will take a shot at a new tcon.. Bad eyes and pretty shaky hands not getting it .. Tcon ordered. Just popped open a X37SV-KOMODO Sceptre that takes hours before it will finally turn on.. Was hoping I would find bad caps.. NOPE.. Will post back here when the new Westy Tcon shows up and will work on the Sceptre in the meantime

Did you match the T-CON P/N as printed on the barcode? I have seen this before due to wrong T-CON, the drive LINES from T-CON does not match the screen.

Dammit man..I must have been click happy when I ordered it.. Wrong one On the hunt now for THE RIGHT ONE.. But one thing about it, I now know it is the Tcon and the TV does work,, Thanks Budm.. I got a Sanyo Dp37647 I am getting reading to break open, sound no pic... I have an inverter board from this same model that I picked up a long time ago that was shattered but worked .. So I am sure this is or was a good inv..
