    Ltv-32w6 Backlights no picture

    Grab this at E-waste the other day.. Its a Ltv-32w4 .. Powers up and stays powered up.. Screen glows dark blue/black, has sound but no picture. Here are the following readings I have taken with AC power connected
    CN2003
    Black 4.2 mV
    White 0
    Grey 0
    Purple 16.5 mV
    Blue 16.5 mV
    Green 16.5 mV
    Yellow 5.02 V
    Orange 0
    Red 0
    Brown 16.5 mV
    Black 16.4 mV
    CN2002
    All zeros
    CN2001
    Black 15.7 mV
    Brown 15.7 mV
    Red 1.8 mV
    Orange 1.9 mV
    Yellow 5.0V
    Green 15.6 mV
    Blue 15.5 mV
    Purple 15.6 mV
    Grey 1.6 mV
    White 1.7 mV
    Black 3.8 mV

    Whats your thoughts on which board is the problem

    Is it a Westinghouse?

    Check the fuse on the T-con board.

        F1 fuse marked with UD on Tcon reads 00.3.

          Check both ends of the fuse for 5V or 12V, relative to the metal frame of the TV.

            Tom this board is buried so I pulled it out to test it.. Can I test out of the TV? And what setting do you want me to use to test? But I can reinstall and squeeze in there to test

              Can we see the whole picture of the board as shown in post1, both sides of the board? The picture
              The voltage readings do not look right.

                        Yes has backlights.. Power on and stays on, the screen glows a dark bluish and has sound.. Will not show menu or any image.. Also I was just checking some of the zenner diodes on the back side of the power board and found some reading both ways..

                        D1019 .523v-.736v

                        All the others read OL one way.

                          If you look at the bottom side of the power supply board, you will see the voltage labeling showing:
                          CN2002 PIN6~10 should have 24VDC when PS_ON is received.
                          CN2003 Pin1 is PS_ON, you should have 3VDC or more on this pin. Pin7 is 5V Standby that should always be there when the TV is plugged in.

                          So please look and see you do have PS_ON signal or not.
                          Are you sure you have backlights, the reading on post 1 does not show any 24V reading.

                              Then take the readings on the connectors of the power supply again, it cannot be what you had posted in post1.

                                All the readings in Post #1 were taken with AC cord plugged in and no power button activated. Would you like me to take readings again with power on?

                                    OK, now that make sense and explain what you are seeing. Looks like you are not having much luck working on Westinghouse TV.

                                      CN2002 PIN6~10 all have 24.0v-24.6v
                                      CN2003 Pin1 is PS_ON is 2.8v
                                      Pin7 is 5.02v

                                      Screen is glowing and can hear the dvd playing, can see backlights through the holes.

                                          So here we go with another screen short TCL. For this exercise left and right will be reference looking at the screen.

                                          The person I got this TV from said the color was bad in a vertical fashion about 1/4 of the way over the left side of the screen. Shortly after the symptoms below started.

                                          Power Supply, main and T-CON board are working.

                                          Symptoms: The TV has backlights but no picture with both FFC's attached to the T-CON and does not respond to the remote or buttons, and the TV appears to continuously re-boot.

                                          Unhook FFC from left side...

                                          Really stuck on this TV
                                          I'm thinking it's a bad screen ?
                                          Voltages all seems good
                                          Tcon 12v ok
                                          Remove one tcon cable at a time no half image on the screen just backlight and no picture
                                          even tried the tape trick still no luck

                                          When I turn tv on, the backlights come on but there is no sound or picture. I have read that these tv's have problems with the panels going bad but the "no sound" has me questioning if the main board is bad. Is there a way to troubleshoot the main board to determine if that is the problem?

                                          This was my main TV for the last 6 years. I'm not inclined to throw out a $2600 TV so quickly so I'm trying to investigate the issue.

                                          Problem
                                          TV was disconnected from power for 6 months during construction. When I plugged it yesterday picture was fine, after 30 seconds it dimmed then started developing horizontal lines, picture then starts to ghost vertically until it degrades into vertical streaks. TV always displays a perfect picture when cold. I can unplug TV for 5 minutes and plug it back in and picture is restored for 20 seconds. I can also keep it in standby mode...
