I have a strong indication it is that T-CON board. We see the power supply working, and the backlight and panel seems to work (bad panel can be white but I don't believe this is the case). The main seems to be finding fault or missing it (in your first case). I would get a T-CON and see what happens.
The blinking green and timer light I have never seen but if that works, it would still be financially smart.
Ok need some help on ordering the T-Con Board. ShopJimmy has 2 different boards but they the Samsung part numbers. Again this is what I have

Ok I had the new T-Con Board above overnighted to me and the same thing happens as the old one. Now what? Tried it with both Main boards exact same results.
Check for continuity in your LVDS cable.
You also never did list all the voltages in respect to the legend (they are prob going to be good but to be sure)
How does the connection from the TCON to the panel look?
I had the same exact scenario. (the 5 blinking red, changed the T-Con, now have the green and yellow blinking) Did you reach a resolution for this issue?
Just to update the post on this situation, I had another tech attempt to update the new main board and he said he couldn't get it to work back in Sep. 2014. I just recently downloaded the update and did it myself and the TV is now working. Updates are very specific on how they need to be placed on a usb drive to be read by the tv. I'm assuming that the other tech didn't create the proper folder name and just dumped it on the drive in the root folder. Read and read again the instructions for a tv update. Vary by manufacturers.
