    Yes, it is the black thing clipped to the heat sink. Q860 and Q880 are both switching regulator control ICs. Overload protection is just one of the incorporated features of most switching regulator ICs.

        For $20 I can fix both of these parts myself. I just ordered them on Amazon. I hope it fixes it. I want to thank everyone for the outstanding help I have received. I was at the store a few days ago with the money in my pocket, ready to buy a new TV, but I thought, "I might be able to fix it." Thanks!

          So Senatov, did you fix the tv or not? I had a similar Toshiba with the same problem. these power boards are hard to find to buy.

            What ended up happening was that I got the parts and went to replace them, but the existing ones were on so tightly I did not want to risk breaking the board to replace them with the good parts. I had another TV that was under warranty and was going into the shop, so I figured I would just let them deal with this one too. They fixed it, and on the receipt for the service report they wrote this, I copied and pasted it below.

            "CUSTOMER COMPLAINS OF UNIT NOT POWERING ON AND 'TICK' SOUND HEARD"

            "TECH CONFIRMS COMPLAINTS"

            "POWER CYCLED UNIT AND CHECKED VOLTAGES OF COMPONENTS SUSPECT TO FAILURE"

            "CAPACITORS SHOWING GOOD VOLTAGE; NO FAILED CAPS"

            "REPLACED POWER AND BOARD COMPONENTS SUSPECT OF FAILURE"

            "UNIT DOES NOT POWER ON"

            "DISCONNECTED 'SEINE' BOARD OF UNIT; UNIT POWERS ON WITH LIMITED FUNCTIONALITY"

            "RECONNECTED 'SEINE BOARD' UNIT IS FULLY FUNCTIONAL"

            "UNIT IS REPAIRED"

                Same TV, same problem. Bigger screen, but same boards.
                (refer to previous pics, all are the same equipment as mine)

                The story thus far:
                I received this tv, for free, from CL. Sweet find!
                The original owner claimed that it wasn't working, was flashing three green lights (SEINE problem). I brought the tv home, plugged it in, pushed the dvd eject button (heard the drive clicking)...and suddenly it worked! Sweet score!

                Connected the ps3 with an hdmi, and was good to go...or so i thought.

                ...then several weeks later, a transformer blew outside my neighborhood (not sure if this is important). I turned the TV on, and it worked, but when I switched it over to the hdmi input, it turned off and hasn't turned on since.

                No lights, no power, nothing. Nada.
                Plug it in, and the "clicks are heard" in the switch relays. Hold the power button for 5 seconds, and again "clicks" are heard. Opened the switch relay covers to visually confirm this.

                Discovered this thread, and eagerly read through it all...hoping someone discovered the magical fix but, to my dismay, most people tend to find buying a new tv easier than fixing this one. It seems a new TV is also in my future.

                I will post pics of the PSU, front and back. I notice burn spots (?) at several places across the board...

                Would love some advice, suggestions, questions, or ideas.

                  Update:

                  I have ordered STR-W6765, cost me $3.28 w/free shipping from China.
                  Should arrive in 2-3 wks, (sigh).
                  Very hesitant to order, as I am unsure if this is the SOLE problem, not sure how to check or diagnose, but...

                  ...I will post details of the repair...ie fixed or not.

                      This is an old thread, but since I just acquired a Toshiba 37LX96 that won't turn on, but you can hear the relays on the power board cycling, I'd thought I'd resurrect it.

                      I have the exact same power board, and I replaced all three ICs normally suspect. strz4479, strw6765, and srx2039. Now I should say before I did this, the tv wouldn't come on, but would flash three yellow lights. After I replaced these ICs, no yellow lights, and now the relays click on off on off. The caps visually look alright.

                      I will test the caps properly. My layout of boards is the same, should I try to find the connector to the seine board and unplug it?
