Facing the back of the TV, the Y-Sustain is on the left, the Z-sustain on the right. The usual process for identifying the cause of this problem is to unplug the large (power) cable to the Z-sustain and try to turn the TV on. If it now turns on, the Z-sustain is probably the problem. Turn it off, wait a few minutes, reconnect the cable, and disconnect the similar cable from the Y-Sustain. Again, try to turn it on. If it now turns on, the Y-Sustain is probably the problem. Again, turn it off, wait a few minutes, and disconnect the Z-sustain again. Now try to turn it on again.
If it turns on and stays on when the Y-sustain is disconnected, the Y-Sustain is probably the problem.
If it turns on and stays on when the Z-sustain is disconnected, the Z-Sustain is probably the problem.
If it turns on and stays on ONLY when both the Y-sustain and Z-sustain are disconnected, the power supply probably is the problem.
If it turns on and stays on when either the Y-sustain or Z-sustain is disconnected, but not when both are connected, the power supply almost certainly is the problem.
