PowerMac G5 psu not turning on

Hello, recently one friend borowed me a G5 psu which doesnt work.
Its a 1000W API4FS13. When i plug it in, 5Vsb and 25Vsb are present. When i connect PS-ON to ground, the relay clicks two times and nothing happens, no voltage on 3,3V, 5V, 12V pins.
Another thing is - I cant find PWM ic on the board. I looked at it for half an hour and couldnt find the damn little thing. Maybe i am just blind.
Anyway, i hope someone will help me fix that thnig.

maybe the chip is under the board or hidden under a large component - got a few foto's ?

The bigger chip in the 6th picture is a Fairchild ML4800CP PFC/PWM combo controller.

Oh, okay, now it makes sense, thanks. I was just expecting something like KA7500 or something like that. Well, I gues that I was expecting wrong
Now "only" thing left is to fix the damn thing...

we where waiting for you.
looking at the datasheet, find the startup capacitor on pin5 and replace it.
dont question how it looks - just replace it.

But i need to know it. I dont have proper tools to unsolder whole controller board so i cant just look. Is it electroyitic? Or smd?

it'selectrolytic, but i dont nowif it's smd.
if it is then it will be even more likely to be dried up.
