    No 12 volt putput DPS-172EP-1A

My power supply has all the standby voltages and pw_on but no 12V. I disconnected all other boards and jumped the psu still no 12V. Anyone know what could be bad on here? Caps checked good except I didn't test the tiny ones. Maybe regulators bad?? I put my dmm on diode mode and checked them I got a reading in both directions and no reading in both directions. I'm guessing I have to pull them out of circuit to test. The person I bought it off said the repair shop said it had a bad fuse. The only fuses I see are the main which is obviously good and another one by the pin connector which tested good for continuity.
