since the CPU gets warm, it is a good sign and we can expect the laptop has no power problem probably.
have you verified the Bios chip after programming it?
If the Bios chip is verified correctly, you can start other steps of repairing.

do you know what happened to this laptop at the beginning, before you erased the Bios?
water damage or graphics problem or anything else?
If the laptop belongs to someone else, ask him/her what happened at the beginning. This info may help a lot.

I am not sure whether the RAMs are compatible.
Since there is no schematics/boardview, you can only do generic repairs such as replacing RAMs and reprogramming Bios. and you can not do detail board repair such as power problems.

Whats the full model number. I`ve looked at 2 bios dumps and theres different chipset support between them, and also read online about different RAM support, as caspian mentioned.

Thanks for the file, unfortunately, is still the same problem. CPU gets hot, GPU gets warm, fan does not turn and also the HDD does not go on (so does not spin) (no storm?) is it vllt but the Sio? or vllt genuinely the BIOS?
