UMAX Visionbook 12VI - SLOW charging/no charging

Hello.
Have thisUMAX Visionbook 12VI that have shorted chatging IC ETA6005. i have only 6003 but it seems that it is like the same chip.

now charging max 8W with 5V charger. when i start it , power goes down to 5.3W and windows and Batmon show charging but with 0W like it goes on charger

Can this be because of eta6003 instead of eta6005?

UMAX cheated on me

i replace ETA6003 back to original ETA6005, but nothing changes. still only 5W power input

i try to little crank up voltage and BAM. original voltage was 5V 2.5A, i crank up voltage to 5.3V and it start to get 10W so i goes up until i dont see power rising and when have input 6V it took 2.5A which is 15W and spike even to 20W when starting and charging.
