Look at the right side of the schematic you posted. The JTAG pins are driven out to resistors that tie them to ground/VCCSTG. Remove these resistors and solder in JTAG lines.

This sio programmes automatically on first boot as long as its blank ie, new. Its practically impossible to program this thru any kbc programmer. Best option is to erase it(if kbc not new) and allow it to program automatically on 1st boot. I myself has tested it on this very mb besides dell LA-D071P.

There`s a thread where you previously mentioned this kbc as not programmable

https://www.badcaps.net/forum/showthread.php?t=75649 .I made an edit to post number 6 .

Theres a post by the great man himself sergey vertyanov explainig whats going on

        1.1 Boot ROM
Following the release of the EC_PROC_RESET# signal, the processor will start executing code in the Boot ROM. The
Boot ROM executes the SPI Flash Loader, which downloads User Code from an external SPI Flash and stores it in the
internal Code RAM. Upon completion, the Boot ROM jumps into the User Code and starts executing.

General Question(s) & Question About USB Jtag u-Link NT
              by Whale linguini
I'm not sure if I am posting this in the right spot, I don't have any question or anything specific to one board. I am *kinda* starting out with this kind of work. I have been IT in one role or another for my job the last 30 years, and I am familiar enough with basic board stuff generally speaking. So, I dunno for example if someone told me to find a uart header, or flash some generic tsop8 something, etc I understand that kind of stuff. Point being, I'm not 100% clueless. I just don't have the specific knowledge when it comes to some of these more advanced repairs. I actually have spent the last...

              by coolshrimp
Here is all the info you should need to remove bios password from your same model or one with an MEC-Chip and also write back the config data

              T14s - MEC-1663 - Jtag - Pinout - Bios Password Removal

              See Diagram for Wiring.

              Use MEC-1633#ISP on your RT809h
This is same Jtag pinout and method for T490S/X390
(But your R/W 10K Resistor Location May In a Different Location)

MEC-Chips Store Bios Password In a Secure Un-Editable Area

Following steps clear that secure area to re-initialize itself to default (Blank)
