2011 MBP A1286 boots on mag only, battery prevents boot

The battery when connected seems to interfere with boot up. I can boot this machine, the dreaded 820-2915 IF I unplug the battery. I can plug the battery in after it booted and it will happily charge the battery. I tried with 2 known good batteries, but the issue remains. Battery prevents boot. Any clues. Board looks clean, no spills, no burned components ...

Is the battery recognized properly in macOS? Does it charge/discharge battery correctly? Does it run on battery (after unplugging Magsafe) for at least 10 minutes?

Measure voltage on PPBUS_G3H, PP3V42_G3H, SYS_DETECT_L and PM_BATLOW_L on battery only.
