if i get -23.40 in restiance mode does that mean the same as (0) short to ground

It means either your meter is broken, or you're trying to measure resistance with the target device power on. Neither of which will give you valid results. -

A low battery may also give incorrect readings. Some meters don't display the low battery symbol or do it too late.--- begin sig file ---
