HP 250 G5 not working, led blinking in Caps Lock

Hello my friends,
i have HP 250 G5 with Core I5 7th Generation and 4GB DDR4 Ram
its suddenly not working, and just Caps Lock Frequently blinking
i try to change the Memory, but same thing still happen,

is it Bios Problem?

any suggestions please?

Sorry for late, there no specific number, it just still blinking until i turn it off. its not a group of blinking, like 3 blinking then break then 3 blinking. not like that. it still blinking regularly.

7th gen processors fail too much, measure the 3.3V rail to the ground if there is a short. You can do it by measuring 8th pin of SPI flash. if short, try to find a new board.

i was measure the 8th pin of ROM (if that what you mean), there is no short with ground.
