As I have said, I have not seen a problem like yours were the 12 volts keeps cycling from 0 to 12 volts. Usually when a problem happens the software just stops the machine from running. That is why I wonder if this is not a software problem? What ever the case may be dellxps15 has experience with these machines. You might want to follow his instructions.

It would seem odd to me that the 12 volts is cycling from 0Volt to 12 Volts every two seconds. I do not have the schematic for this board. I would concentrate on what the 12 volts turns on and try and determine what 12 volt device on the board is not turning on.
on fuse 12v but volts are going to 0v and again coming to 12v after every 2 seconds
So you have measured both sides of the fuse? Is this measurement with battery in or out? Also check for voltage on F9700 and anywhere that 12 volt line goes just to make sure it is going there. Also check SMC_RESET_L to see if it goes high. All measurements need to be done at the end of the line. Looking at page 3 this will show you where they go. If you find one not working then you trace backwards.
