Macbook Pro A1706 no backlight and not booting up

So recently I got this macbook from a friend of mine. He went to the apple store after his mac did not boot up anymore and they told him that the mac has got a cpu issue. After that he asked me if I could take a look at it and so I did. I got the schematic and boardview from this forum so I started looking for an issue and the only thing I've found is that the capacitors on Page 10 (C1000, C1001,...) all are shorted to ground, so after that I soldered 2 wires to C10G0 and put 2V onto it. After closer Inspection under the Thermal cam the only thing that got hot was the CPU. I followed the path on the schematic and wanted to ask if just the chip U7210 could be bad or if it's a CPU issue for sure. Btw sorry for my bad english and any spelling or grammar mistakes I'm from germany so my english isn't perfect.
Edit: When powering on the mac the fans do not start to spin, the apple logo is visible but just from the right angle and very dark, after that nothing shows on the screen. The touchbar seems to work, it only draws escape but nothing else.

Have a read through the beginners guidelines:

        https://www.badcaps.net/forum/troubl...r-s-guidelines

CPU power rails usually measure quite low, depends on the processor speed and generation as to how low that is. It's never 0 ohms though unless the CPU is shorted due to a failed MOSFET or DRMOS. If you do indeed have an Apple logo and the touchbar active says to me that the CPU is ok and the system is at least trying to boot.

Common issue on A1706 is a broken flex cable for the backlight from the display sub PCB to the screen. If you have 50V on backlight output on the motherboard and nothing on the screen, then the cable is likely broken.

Well the multimeter I have at work is pretty good, it'sn an fluke 117 ig, I have no idea about what CPU is built into this device, or anything else I have just the model numvber and EMC 3071, I have no idea what that means. (It's from a friend of mine). Does the cable really make the laptop not want to boot up or cause these shortages? I am confused because i dont get any shorts anywhere else, just these caps. I will definetly check on that, thanks for your answer

"Shorted to ground" gets a little vague. How many ohms do you measure between them and GND ?

Just because you don't see an image on the screen, doesn't mean the system isn't booting up. The Touchbar itself is driven by a driver (kext) within MAC OS, so the fact you see 'ESC' on it indicates the board is booting. If the display is suspect, I disconnect it and run an external display by USB-C to HDMI adaptor to check. I also use the Chipmunk USB tester to confirm a boot.

CPU Vcore can measure as low 2 ohms to ground, this is not considered a short.
