Macbook A1706 Battery Service Issue

Hello,
Namaste.

I have a Macbook A1706 . Whenever i replace the battery i am getting service recommended. The same battery on the other device shows Normal Condition.
The small flex in this model is soldered onto the battery flex.

I don't understand what the issue is.

are you trying a new or used battery?
How many charge cycles on the battery ?

New Battery with 2 charge cycles.

Post the voltage to ground of each battery connector pin on the logic board.
