Board problem

It is a desktop board VB7001, i have 30 pcs of them with 2 kinds of error.
First one is that board boots but: i push the power button, bios code stops at 00, the i hit the reset button and the board boots. I changed VIA VT1211, ICS 88060 and 6535CBZ.
Second error: there is no nortbridge voltage, but i didn't have a chance yet to strugle with it. Hopeing there will be some help on the first error....

What type of bios is it? (I.E. Pheonix, Insyde...)

Did you try flashing the bios?

Get some pics please!

There might be a bad voltage regulator for the northbridge chip.
