Does a vccio short mean bad cpu?

This laptop, hp 1030 g2 OLDMAN-6050A2848001-MB-A01 came in with a burnt AKVH ic, removing it, the 19v short goes away but there is very low resistance on the coil after the chip(1.6ohms), replacing it, the laptop turns on but no display, cpu is cold and the chip overheats, does it mean the cpu is dead or something else is dead.(From most hp schematics, I have seen them use the chip for vccio, not sure though, I stand corrected)

No schematics or boardview for this board

If you have a short on VCCIO you should start by removing the inductor between the VCCIO generator and CPU, then determining which side the short is coming from.

However, in most cases, I've found shorted VCCIO is coming from the CPU; which means board, or CPU replacement + ME clean (if the PCH is embedded).

If the short is coming from the CPU you could inject 0.9v, there's a very small chance it could be a capacitor.
