HP 820 G3 Dots/Blurry Screen

6050A2725001-MB-A01
This laptop has dots that show up once on the windows login screen. The bios menu and windows loading phase doesn't have them.

What I have tried:
change screens but it's not a screen issue as they show on internal and external display.
Changed SSD and Windows
Wrote a new bios
Inspected if there is anything unusual on the board, none

Has someone seen this before, what could be the issue...

Attached bin file has display but on a reboot loop after displaying [B]configuration changed, [/B]i have tried to do txe clean but that did not solve the issue,

The laptop came from another repair shop, the bios chip was removed and so there was nothing and no backup. I Have tried to extract from hp website both of them don't work

Hello [USER="295753"]mon2[/USER], this I never solved the mystery with this laptop. The SCL and SDA lines both have a 0.26voltage when the battery is removed. I have tried to replace the diodes from a working motherboard literally almost everything, now the ones I replace from this mb work perfectly on the other mb. I do not understand why the two lines have 0.26v instead of 3.3v has anyone ever encountered this and what was the solution or what else should I checkmon2...
