Yes, that is the only safe method. Caps can have OK capacity but develop high ESR nonetheless, so w/out ESR meter it's hard to tell for sure.
That being sad, i have to say that I have yet to see good looking but failed cap.
I am just a hobbyst and don't have much xp, but all the good looking caps I ever tested were fine.stay classy

I have an MS6163 version 1 board I'm trying to repair which was obviously used as a donor because it's missing a few parts, mostly capacitors. There are few high quality images online that would allow me to read the capacitor values (bad angle, blurry photos). I thiiiink I've figured out most of the values for the missing ones except for one in particular, number C210, which is in the bottom-left of the attached photo. Could someone with this board be so kind as to take a look at theirs and tell me the capacitance and voltage values of all the highlighted missing... -
I read EBOOK of Testing Electronic Component and found that
"In order to test the small blue resin coated ceramic disk capacitor which has 104 50v specification,it is possible to test this small ceramic capacitor by making use of analogue meter.
Set to times 10Kohm that has 12v output from the probe to check disorder of ceramic capacitor.
It is not uncommon that testing result of digital capacitance meter is okay,But It show shorted reading when you check it with analogue meter."

Hi, I have some 32 bits computer motherboards that need repair, as they fail to
power on.
Here are some examples :
(N.B. "capacitors" indicated here are electrolytic capacitors located in the onboard
switching supply area).
(N.B. #2 : I could not find a 3300 microF aluminum-polymer with a higher voltage
than 6.3 V.)

I'm doing a recap job. I measured three Rubycon 50v 33uf electrolytic capacitors and they all showed about 31uf of capacity on the MK-168 transistor tester (ESR meter) but no ESR reading at all. I then measured some brand new caps with ratings around these rubycons and the meter correctly gave both a capacitance AND an ESR readout. Any ideas? -
I have had with regular AA batteries that leak this meter is expensive new I already replaced the battery battery clips once and the same thing happened again and I am tried of so it is getting modified to accommodate lithium ion batteries that are the same size excluding the positive terminal and removing the battery clips I will have enough room for the BMS protection board
I going to put 3 lithium ion battery in parallel with the BMS protection board and a way to charge the battery externally and heat shrink the battery pack and use a JST connector so I easily remove the battery...
