I am new here and I have a problem. Aren't we all have?

I found this site while researching and trying to figure out what is wrong with this computer.
You've all heard of it before. My story goes like this. I was surfing the internet. I went to get a pizza. I came back and thought my computer went to sleep mode. I tried to wake her up but to no avail. No video. The HDD light is lit up and the PSU fan is running. I tried to press and hold the switch button for about 120 sec and it doesn't shut off. I mean the HDD LED is still lit up. I unplug and replug the power cord from the PSU. The result is the same. Fan is spinning, HDD led is lit up but no post, no video. I have a brand new Suntech power supply for spare just in case. I thought this might be the case so I removed the existing PSU from the computer and installed this new PSU. The result is the same. PSU fan is running, the HDD led is litup and no POST. I opened up the case and noticed also that the CPU fan is running.
I stripped everything so that only the CPU is attached and the power cable to the board. I disconnected the HD, CDROM and Floppy cables and their power. I removed the memory. I removed and replace the CMOS battery and clear the CMOS. The result is the same. No POST, PSU fan and CPU fan is running.
I checked the caps and didn't notice any bulging or damage. I don't have a spare CPU or motherboard to test the CPU. It's got to be the CPU or Mobo. How can I test the Mobo or its components (caps) if its the culprit? If the mobo is found to be bad then CPU is most likely okay. If the Mobo is good then the CPU is fried. However, I am more leaning towards the Mobo as CPU rarely goes bad or so I heard.
Emachine is selling the Mobo for this for a whopping $159.95.

I am not afraid to get my hands dirty. I am willing to get shocked a little but not electrecuted.
I might as well use this as a learning experience.
Any help or suggestions as how I may start testing the Mobo?
The Mobo name is Imperial motherboard. I never heard of this before. A better name would have been Inferior motherboard.
