Assuming the voltage at each junction of the resistors decreased linearly (112 volts at the junction of R912 and R915; 57 volts at the junction of R915 and R918), we know the SMPS controller (SG6841SZ) is bad; it can be replaced at a cost of $6.00, and that others have repaired monitors with the same symptoms and the same IC simply by replacing the SG6841SZ.
If I had the monitor on my bench, the SG6841SZ would have been ordered, as well as the caps to completely recap it. I'd already be writing up the copy to sell it for $65 on Craigslist so I can free up the space and justify buying another 'toy'.
