    I have located replacement OZ9938GN on ebay and would be game for getting a couple if someone thinks it would be a good idea. I don't know if the current DC values I gave above indicate it could be a problem or not. I will wait for further instructions.

      So the IC has correct voltage and signals to run, but it does not have any drive output, so I would say try a new IC.

          Now I know about the slow boat to China. I got the replacement OZ and installed. Had no improvement and all voltages the same as in the above post. I thought maybe I got a bad one or a bogus one, so instead of wasting your time, I waited and waited for a couple more. I just got through installing the new one and still no change. So maybe I have a spare now. All pins still practically unchanged from above measurements.

          I am ready to proceed if someone wants to help. I have the manual now budm suggested and will investigate on my own a little till I hear back.
