It has 120VAC (LINE and NEUTRAL) feeding the board but the motor is 220VAC?
So it looks like the 'U' LINE out is controlled by the relay contact. 'N' OUT is just the straight through.
So blue transformer is good and putting out low Voltage AC on the secondary side. Since it has 12Vdc relay coil so the power supply should put out around 12VDC.
Where does the 'U' wire go too?

why not just connect a lamp across the pump and see if it lights?

Thanks budm; the 3 wires that connect the main to the AC 220v outlet are the same color as those that connect to the motor N -U -Gr, so i assume that 220v AC are going to the motor?,
i just came from Azores Portugal where i have a house and that i went to spend a few days vacation, where this hydro-massage bathtub is,i just brought this Power control board to try to understand and repair if i can ,i checked all the components except the semiconductors ,see pic links;if i can't repair the board maybe i can figure out if i can connect the mains wires that comes from the outlet 220v AC strait to the motor GR-N-U and use a power strip switch to turn on and off motor pump?without going through the system control ? next time i go back to Azores,

When in doubt, measure the incoming AC feeding the board.
There is no Neutral in the US HOME 220V (it is actually 240V Phase (L1) to Phase (L2)) circuit.
