Panasonic phone cradle not charging phone

Panasonic phone model kx-tg7745s or kx-tg7741 (both these numbers are on the base unit) handset is kx-tga470 cradle is pnlc1029

Over the last year, 3 of the cradles have stopped charging the phone. I tested the cradles and there is power at the contacts. The batteries are OK because a swapping cradles solves the problem. So I believe that the problem is with the circuitry in the cradle. I have checked the cradle with a test light and there is power there. See attached pic.

As you don't mention the fuses
have you tested them?

the solder joints to whatever is on the other side supplying the power are cracked.
and you may want to try bypassing the fuse - just for a test.

other than that, check those 1ohm resistors actually are 1ohm.
