Dell ATX PSU won’t start, but forcing it works fine?

Got a case of something new weird at work. There is an old 2nd gen Intel i3 in an old “Pizza box” shell that has a small form factor power supply. Unfortunately I forgot to take pictures and model number off it.

Anyway, I get to work and get to look at this computer. Standby LED on the PSU is on, but the computer won't start. Hmm o.k. take the battery out of the main board try again, nothing. O.k. then… unplug the power supply from the main board and put in a full size ATX PSU (yeeeesss! Exact that blown Powerman IP that I fixed a while back), plug it in and the old pizza box works fine. O.k. Bad power supply then. So I jump the green wire to black wire on the broken PSU and it works fine as kind.
Huh? Plug it back into the old pizza box again and nothing,
I repeated that process a few times with the same outcome.
To recap: Dead PSU in the pizza box equals dead. Force the dead PSU on manually, the PSU works fine. Put a different PSU into the pizza box and the pizza box works fine.
    Doesn't make any sense.

Then you opened the PSU, and found those lovely, blown caps.

Given, I didn’t check all the caps yet (due to various reasons) but the ones I did check were within tolerance.

Is 5VSB OK? DC voltage and ripple?

Power Supplies should be boring: No loud noises, no bright flashes, and no bad smells.

First thing I went for. Yes. But I am thinking maybe I’ll change it out anyway, cuz sometimes that meter lies.

Can 5VSB handle the load without sacrificing power?

Is the PS-ON input going all the way to ground?

If I put a different PSU on that computer it works fine. You would “think” the MB is fine. Have I verified exactly what happens, no. Didn’t have the time.

the switching threshold is out of spec,
maybe cap related, you have to trace the signal

The PSU is a DELL model L250NS-00.
I loaded the 5V STBY with 1A no problem and stable as a rock! Weird.

That doesn't prove anything. Let's say that the PSU_ON signal sits at 1.5V instead of 0V. One PSU may see that as a logic1 while the other may see it as a logic 0.

Dell E6400 PT434 type Battery Charging Stuck at 1%. Battery Pinouts?
                        by Bowline
My question pertains to understanding the control circuity inside a Dell PT434 type battery used in Dell E6400, E6410 and other Dell notebooks?

Does anyone have a circuit diagram for the inside of a Dell PT434 battery and/or a description of how the control lines work to control this battery?

My reason for asking is I have a battery which I cannot get to charge beyond 1% in a Dell E6410 or E6400.
The LED bar graph charge indicator on the battery shows one LED lighted when the info button is pressed.
I have tried multiple different Dell power adapters. My Dell...

I have a customer machine on my bench right now that's stumped all the techs, so I decided to come here for help.

                        The specs are:
                        MPG Z590 Gaming Carbon Wi-Fi (MS-7D06)
                        Intel core i9-10900kf
                        2x16gb Corsair Vengeance kit
BIOS ver is E7D06IMS.1B0, from 6/12/2023

The machine was brought in because it would not POST after a GPU upgrade from a GTX 1030 to an RTX 3070. The customer also brought in the original GTX 1030, as well as a GTX 1060 that the machine also wouldn't POST with.
I tested the 1060 and 3070 on my bench (ASRock X570 Phantom Gaming...

Dell Latitude E7440 battery not charging only works on AC Adapter LA-9591P
                        by Grucha98
Hi, i have problem with dell E7440, battery is not charging. Idk all story. Original Dell Adapter broken up (its not give 19V) i guess first ac adapter broken up and it broken charging circuit in laptop. Laptop has clone battery (Green Cell)

Laptop works on clone adapter, and its not charging battery. Like on photo. I checked mosfets near battery plug. They are not shorted. But on PQ809 and PQ810 are low on diode mode (both 0.25V) I desoldered them and check on bench and they are good both 0.5V on diode mode. I checked only drain - source way. So its board circuit it should be higher,...

I have this TV set that I spent a long time fixing it.
I finally found a shorted SMD capacitor near the plug from the PS at the main board. It was shorting one of the main voltages (can't remember which one)
I removed that capacitor, and as it has another one in parallel, I left it with only one, checked it and it seemed to work fine. The solder near that capacitor was really delicate as I pulled apart one trace so I prefered to not mess much with it after I had to air solder one small thread of copper

I didn't use that TV much at that time. Now that I'm using it,...

The screen polarises,no backlight,no image, only black screen, tried another screen, the same,so there is no backlight, but there should be an image when i shine a lamp behind the screen, but there is none...only dark screen...when screen is connected and i press F8 to turn the image over to the external monitor, the external monitor gets coloured bars ,but when i disconnect the cable from the EDP ,the HDMI picture is good...What could be the problem? I don't have another edp cable, but i measured it with meter and it comes out good...i am baffled......
