The first is probably a clone of Bob Parker's ESR meter, made from his article from Silicon Chips magazine.

The second one is good - but you might wanna PM RusMike (https://www.badcaps.net/forum/member.php?u=12802) and buy it directly from the source instead of a third party from eBay. That's also an older version of the meter - he might be able to sell you the latest version for a similar price.
