I don't know if the batteries are at fault or what but here we go:
I found at the local university a Compaq Armada 7360DMT and Armada 7350MT (which I yanked the floppy drive and battery from and tossed the rest back in the pile) as well as the enormous docking station which can hold two PCI/ISA cards as well as a half height drive and charge a spare battery and still give you the basic port replicator features with 10/100 networking and two additional PCMCIA slots and after a quick upgrade of the hard drive (1.5Gb to 4Gb as that was the biggest spare I have) and an install of 98se (I really wish I could use 2000 but it only has 64Mb of ram and 2Mb of VRAM) It was all ready to go however the damn batteries will not charge. Weather they were in the laptop or plugged into the dock the system didn't see any batteries and would not charge them.
What gives? Could the batteries themselves be at fault? I do know at least that the charging slot in the dock works (or at least is getting power).
