Um, P4P800S is extremely budget engineered board. Get another P4P800-MX or P4P800 full atx (much better either one).

If Windows can see the USB gadget then it has power.
But if it has bad power windows may not be able to ID the device and then can't load the right drivers.

With some USB devices, when there's not enough power, Windows can report "Unknown device".

Especially my Logitech WingMan RumblePad cordless.
That controller requires a self-powered USB hub.

I've seen a similar situation with RAM a number of times.
As:
Unstable system, RAM won't pass MEMTEST.
Turns out the RAM is fine but was getting 'dirty' power from bad PSU or motherboard with blown caps so the RAM won't run right.

Another thing:
Portable 2.5" hard drives.
For years 2.5" drives pulled less than 500 milliamps which is the USB's max rating.
People got the idea that you don't need an AC adapter with a 2.5" based portable drive.
BUT: NOT ANYMORE!
Now many 2.5" laptop drives pull over 500 milliamps.
You NEED and AC adapter if you expect them to work right and if you don't use an adapter there is a risk of burning out the USB port.

When this happens, I try to pause the PCI device list at POST. Write down the codes it lists, and look them up online. Sometimes you'll find that they're wrong.
If it's a heavily integrated board, where most of the components come from the same manufacturer, then it's obvious at a glance when one of the Vendor ID's is messed up.

Had this happen on my computer once, and I think maybe on someone else's.

One of my PCI cards had a bogus Vendor ID so Windows didn't recognize what it was. Root cause was a weak PSU - voltages in BIOS were poor.
After I moved the card to a higher slot, it improved voltages on that card just enough to make it work (sort of). Replacing the PSU was permanent fix.
