You can't remove a partition that doesn't exist, raw disk means there's no partition. I don't think that drive is any good but I'd test it using a different utility anyway.

i will try another sata cable soon when i get one. (should be within the next few hours) but could a faulty sata cable cause these issues and even increase the current pending sectors because it had 0 the last time i used it

Yes, it is possible a bad cable or intermittent connection could do that. You could swap the cables between the drives and test.
I recently had a similar problem with a drive due to the SATA data cable not making good contact at the motherboard.

ok I rebooted the computer and the drive is now showing as formatted as ntfs ad has folders on... although accessing these folders takes forever and the surface scan and short dst fail as before

Probably that one has had a head crash.

The filenames are read from the MFT which does not require much effort... if the heads are damaged they may be able to read this small amount of data fast enough but be unable to read anything else very well.

Have you eliminated the SATA cable/connections as a possible problem?

I think trying to copy the files you'd like to save in its current condition is going to take a very long time and probably fail with error(s).

If you're not concerned with the info on the drive you could zero-fill the drive then test it again. Partition, format, test again. If it then passes tests start using it for non-critical storage and see how it does.

OK... just put the hdd in another pc and its all fine in there full error scan shows 2 bacd blocks but zero filled and there now gone and smart says no reallocated or current pending... maybe an issue with my mobo? as it seems to only like the os drive

if i plug a hard drive in each connector on my motherboard (6 hdds) the motherboard randomly disconnects some of them and sometimes they work is this a sign of a bad sata controller?

Im gonna try plugging my os hdd into different ports to rule out faulty ports (all of the sata cables i used were brand new and all work on my os drive in the same port)

The OS drive workks in all sata ports just some ports dont work when theres more sata drives plugged in

swapped with another corsair 500w psu (1 week old) same issues afterwards

the motherboard is an msi 760gm-p23 (FX) with an fx6300 and 8 gigs of ram (using onboard graphics)

Just opened my psu and the caps are smq? are these crap caps because ive never heard of them?

the secondary caps are crapxon and a cap with GF on it?

This sounds very much like at least one stick of ram is bad. could have became damaged when dropped or came loose from socket. The give away is "...accessing these folders takes forever...". Try swapping the ram next.
