Well, Vista seemed fine, but I tried to boot into FreeNAS, a BSD based OS, and it immediately gives an I/O error on the USB-Hub and shuts it down. Only a keyboard hooked up.

Definitely something still wrong within the USB hardware for the machine.

Suggestions on anything I can check with a DMM or should I just order those two low ESR caps first?

That's not what I meant.

Look at the USB gadgets. They should say how many amps they pull.
Might be in milliamps. -- 0.5 amp = 500 milliamps.

As long as all the gadgets connected to and powered by any given Port add up to 0.5 amps or less you are fine.

If a gadget has a wall-wart then it's not powered by the port.

If you need to connect more than 0.5 amps worth to one Port then connect them through a POWERED USB Hub. - A Powered USB Hub will have a wall-wart so -it- will be the source of power to the devices instead of your PC's USB Port.

Thanks, I understood what you meant... good info.

In reading my post, I think I was not being clear

The only thing hooked up to the computer was a keyboard and the system was still having
USB controller problems.. not the other 'hardware'.

I have to look at the motherboard and see what all caps are on it.
I've seen people on here recommend from replace all, replace above 480 and replace above 860... and oh.. look out for those 220s.

I'll probably order them all since shipping is a large part of the cost and start at the higher side and work down.

Small caps gone bad near the chipset south-bridge may be boogering up the signals.
[USB chip is integrated into south-bridge.]

Small caps near the port itself are usually to keep EMI captured by external cables or devices from coming into the motherboards power plane from outside the case. They don't usually go bad but if they do you might have some EMI in your +5v, +5vsb, or both depending on the boards design.

I had a board a while back that kept telling me 'some' USB device was pulling excess power. - There weren't any USB devices connected.
Turned out to be a +5v issue with the PSU tripping the USB power sensor's warning.
[Wherever the heck that sensor is...]
New PSU fixed it.
