So what DCV do you have on the connectors now since now you know you have to turn on the TV so the main board will send the PS-ON signal to turn on the the rest of the power supply.

OK, I look at the diagram.
The ST/BY (S/B pin 2 of CNM801) is the standby voltage from the standby powers supply, the output is 6.0V rated @0.30A. This 6V is used for running the main board.
When power switch is activated, the main board will send the command ON to pin 1 of CNM801 (PSON same as PS-ON) to turn on the PFC Voltage Booster, the 5.4V power supply, 13V power supply, and the 24V power supply.

Did the PC go into standby and stop sending Video signals to the TV? If TV does not detect Video signals, it will go into standby mode.
Do you have other Video sources to use for feeding the TV?
