I have a Panasonic TH-32A315M, that won't power on but standby red light is present

What is your PS_on voltage when you press power button?
I assume no responsibility for any stupid suggestions I might post.

I understand that this Chinese Panasonic is assembled on the TLC platform and assembled on the TP.MS18VG.PB77 motherboard.
